What is Gavel? A gavel is a small ceremonial mallet commonly made of hardwood, typically fashioned with a handle and often struck against a sound block, a striking surface typically also made of hardwood, to enhance its sounding qualities.

According to Duterte news report on November 14, 2017 ASEAN leaders gathered at the Plenary Hall of the Philippine International Convention Center (PICC) in Pasay City for the signing of the ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers.

Dubbed as the ASEAN Consensus, the document brought regional cooperation to greater heights in making the ASEAN region a people-centered and people-oriented community.
At the closing ceremony, President Rodrigo Roa Duterte hands over the gavel of the ASEAN Chairmanship to Singapore Prime Minister Lee Hsien Loong, Chair of the 32nd ASEAN Summit.
