The Unauthorized Bonuses of 1.761 Billion Granted to Philhealth Officers and Employees Should Be Re-investigated

The Senate should have the Balls to re-investigate the unauthorized bonuses of 1.761 billion php granted to Philhealth officers and employees in 2013 during Hontiveros' term as Philhealth board member. 

The 11 million OFWs opposed to Philhealth Circular No. 022, because it against the Republic Act No. 10022 which was officially approved and signed by former President Gloria Macapagal Arroyo on March 08, 2010. However, the said petition of OFWs around the world did not work. The Philhealth annual premium of 900 php was officially increased to 2,400 php on July 1, 2012, the Philippines was under the leadership of former president Noynoy Aquino.

Now I realized and have the feelings that the increased of Philhealth annual premium from 900 php to 2,400 php on July 1, 2012 has relevant connection with the 1.761 billion php which were considered as unauthorized bonuses by the National Association of Lawyers for Justice and Peace granted to officers and employees of Philhealth in 2013 during the term of Risa Hontiveros as Philhealth board member. 

Obviously Risa Hontiveros now a Senator has denied the accusation but on the following records, she became Philhealth board member in 2013 and in November 2014 Risa Hontiveros was officially appointed as Director of Philippine Health Insurance Corporation (Philhealth).

Can you imagine and feel the magical events? In 2012, Philhealth annual premium was increased from 900 php to 2,400 php. Then the following year of 2013, during Risa Hontiveros' term as Philhealth board member the unauthorized bonuses of large sum of money of 1.761 billion php were allegedly granted to Philhealth officers and employees. 

The said PhilHealth Circular No. 022 was against the REPUBLIC ACT No. 10022 – AN ACT AMENDING REPUBLIC ACT NO. 8042, OTHERWISE KNOWN AS THE MIGRANT WORKERS AND OVERSEAS FILIPINOS ACT OF 1995, AS AMENDED, FURTHER IMPROVING THE STANDARD OF PROTECTION AND PROMOTION OF THE WELFARE OF MIGRANT WORKERS, THEIR FAMILIES AND OVERSEAS FILIPINOS IN DISTRESS, AND FOR OTHER PURPOSES.

Under the RULE XVII: MISCELLANEOUS PROVISIONS – Section 4. Government Fees, Administrative Costs and Taxes. All fees for services being charged by any government agency on migrant workers prevailing at the time of the effectivity of this Rule shall not be increased. 

Early in 2012, The Migrante Middle East had appealed to all fellow OFWs around the world, their dependents, friends and OFW advocates to join their campaign by signing the petition and help pass it on to others and urged them to “Scrap Philippine Health Circular No. 022 – this was about the increase of PhilHealth annual premium contribution from P900 to P2,400.


The Migrante Middle East petition said, “The hike in OFWs health insurance premium will not only bleed us (OFWs and dependents) dry, it also sucks out our blood leading ‘to death due to deprivation of free and affordable social services’. The government through various agencies is killing us so softly by imposing additional fees in pretense of better social services."


The Migrante Middle East further said “We are targeting 1-M signatures by July 2012, the supposed start of imposing PhilHealth premium of P2,400 from the current P900. With our position paper, we will send the signatures to President Noynoy Aquino and to the PhilHealth Board members, members of the Senate and House of Representatives.”

Sa tuwing may joke ang mahal nating Pangulong Duterte, tayo ay humahalakhak sa kakatawa. Yes. Nakikita natin na seryoso siya sa kanyang mga sinasabi pero sa gitna noon nakakaramdam tayo ng kasiyahan na hindi kayang bilhin ng pera o salapi. Nadadama natin ang kaginhawaan sa sarili.

Tulad na lamang nitong joke ni Pangulong Duterte: "Halos lahat sila payat. Kinakain ang shabu. Alam mo kung bakit payat sila? Hindi sila kumakain." Dagdag pa nya, "Marami nang na-rehab kaya tayo nagkaroon ng rice crisis. Kumakain na ang mga ulol eh."

Ang kanyang joke ay malaman at may pinaghuhugutan. Pero para sa oposisyon o mga taong ayaw sa kanya kasama pati ang mga nagmamagaling Human Rights Advocate Groups kuno - ang biro ni Pangulong Duterte ay hindi katanggap-tanggap. So be it kung yon ang paniniwala nila.

Pero para sa milyon-milyong Pilipinong nagmamahal at nagtitiwala sa pangulo - ang kanyang biro ay maituturing na isang milagrosong gamot na dumadaloy sa bawa't ugat ng ating kalamnan at nagbibigay ginhawa sa ating puso at isipan!

Facebook and Foreigners Alike Should Know President Duterte is Not a Puppet Leader: Tens of Million Filipinos Here and Abroad are Supporting Him

What is wrong with you Facebook? Did this article "President Duterte - His Administration is Respected by Foreign Powers: Welcome Norway and Belarus Ambassadors" violate your Facebook Community Standards by sharing it to other Filipino FB users? Filipinos and foreigners alike around the world deserve to know the many good things happening in the Philippines under Duterte's administration.
Of course, I have no intention to demoralize Facebook. Many of us FB users considered Facebook as one of the best online tools where we can share our different ideas about things and our concerns on  issues - either they are personal issues we are dealing with or about our concerns to various national issues, etc. 
Honestly, I felt sad when Facebook has removed the article I shared to the pages of other Facebook groups I am connected with "President Duterte - His Administration is Respected by Foreign Powers..."  their reason - it violated Facebook Community Standards. Until now I am still puzzled what part or section of their Facebook Community Standards the article has violated. If you read the article it does not show any points of hate speeches as well as it is not a fake news. It is packed of facts.
The said short article where the idea and other info were based on YouTube video about the visit of the Ambassadors of Norway and Belarus - ended up my Facebook account to suspended status for about 5 hours. Only I got back using Facebook again after I relog-on by replacing my old password to a new password.
Now I request Facebook management to take another look to the article and determine it if it really violated Facebook Community Standards. Also I am hopeful that Facebook would bring back those posts they removed (posted on my other Facebook groups) to published status. It is not my fault if there are other FB users who would like and even would share the article to other FB users.
This is a fact - tens of million Filipinos around the world are proud of having Mayor Duterte as our president. And those visits made by foreign dignitaries to the Philippines to meet our President Duterte are signs that our country under President Duterte's leadership is experiencing great changes for the better Philippines and Facebook should know President Duterte is not a puppet leader.

Rappler One of Facebook Fact-Checkers is Misleading The Filipino People on Their Fact-Checking Process

A while ago, I was at Facebook a little busy chatting with someone - a friend of mine when I was alerted by Facebook management, the message is from one of FB Fact-checkers Rappler. The message contents read, "False: 'Only one execute,' 'none arrested' under Marcos' Martial Law - Enrile."

Pakiramdam ko, tumaas ang blood pressure ko while reading the message because it is misleading. JP Enrile did not say that "only one executed, none arrested" under Marcos' Martial Law. I watched the whole conversation between Enrile and Bongbong Marcos. I recorded them. You may check out the recorded verbatim of the said conversation between the two.

During the conversation, JP Enrile said, I quote "They claim that we killed a lot of people. When I was interviewed by someone some time ago, I challenged her - name me one that we executed other than Sim Leng?

In addition JP Enrile said, I quote "We were able to arrest all of the leaders including Jose Maria Sison, Juliet the wife and the several of the leading commanders of the Communist Party and emasculated the organization. Until later on after EDSA - Cory restored the problem. She released all the leaders of the Communist Party including Father Balweg of the Cordilleras and then brought back Misuari from exile to revive the MNLF problem."

Now, guys - can you spot the big difference of what Rappler is claiming? Did JP Enrile say that "only one executed, none arrested under Marcos' Martial Law?" Read again what JP Enrile revealed to us.

Rappler is one of Facebook Fact-Checkers. But I see it that Rappler is misleading the Filipino people on their fact-checking process. For me a good and effective fact-checker should have to read and analyze the whole context. And they should not depend on distorted facts of history written by journalists that are controlled by the Oligarchs. During the time of Marcos, the Oligarchs controlled everything - they even wanted to control the government, according to JP Enrile.

I would ask you guys, to whom you would believe: Is it Rappler who has started life in Philippines in January 2012 - that are depending on distorted facts of history for their Fact-Checking process? Or to someone - the best and very authoritative person JP Enrile - who is revealing us facts of the truth based from his personal knowledge and capability?

He is 95 years old and that span of time one can just imagine that he remembers former President Aguinaldo all they way to President Duterte. It is his advantage over most people in this land today because he has seen history from the time of the Americans all the way to now. According to him, history was totally distorted to favor one group.

I love to read anything from newspapers, tabloids, comics, books, other religious books that include Holy Bible and Holy Quran and many more. A verse of the Holy Qur'an 24:43 translated in English says "And He sends down hail from mountains (clouds) in the sky, and He strikes with it whomever He will, and turns it from whomever He wills. The vivid flash of its lightning nearly blinds the sight."

Ideas of Aristotle and Donald Ahrens on Meteorology

In 1600 AD, Aristotle's ideas on meteorology explained that thunder is the sound of collision of the dry emanation with the neighboring clouds and lightning is the inflaming and burning of the dry exhalation with a thin and faint fire. In Meteorology Today - authored by Donald Ahrens - explains that a cloud becomes electrified as hail falls through a region in the cloud of supercooled droplets and ice crystals. As liquid droplets collide with hailstone, they freeze on contact and release latent heat.

This keeps the surface of the hailstone warmer than that of the surrounding ice crystals. When the hailstone comes in contact with an ice crystals, an important phenomenon occurs - electrons flow from the cooler object toward the warmer object. And because the hailstone becomes negatively charged, the same effect occurs when supercooled droplets come in contact with hailstone and tiny splinters of positively charged ice break off. These lighter positively charged particles are then carried to the upper part of the cloud by updrafts.

Factors in Producing Lightning

Hail is a form of solid precipitation which consists of balls or irregular lumps of ice, that are individually called hailstones. Hail stones on Earth consist mostly of water ice and measure between five millimeters (0.20 in) and 150 millimeters (5.9 in) in diameter, with the larger stones coming from severe thunderstorms.

The hail, left with a negative charge, falls towards the bottom of the cloud, thus the lower part of the cloud becomes negatively charged. These negative charges are then discharged as lightning. And it is concluded that it is the hail the major factor in producing lightning

The study or science of lightning is called fulminology and the person who studies lightning is referred to as a fulminologist.

I Blog Not Only for The Search Engine Crawlers But Also for My Online Readers Which is You


For me it is healthy and productive to always to use the social networks available online to promote our articles and other stuff. And it is also important to write and to publish what we know and to remember who are our online audience - they are the Net surfers and search engine crawlers.
At the time I started my blogging activities online with the different hosting sites like WordPress, Blogger, Weebly and other sharing revenue sites like Wikinut, Triond (now Triond is no longer available), HubPages and ExpertsColumn - to learn the importance of a sitemap was not my concern. I just loved to write articles containing different subjects and to publish them online.
However, as the time has passed by, I had to learn the proper way how to communicate the search engines. And one of the ways I learned from SEO experts is to create a sitemap for my blog site. I also had to ask from my Google forum group - how to create a sitemap? And also I asked from them: How does sitemap work?
It is said that sitemap suggests visitors what page to hang-on found on that particular site and it also tells search engines about the organization of the site content. And the presence of a sitemap on Website or on blog site serves as a helping tool for online surfers and for the online crawlers to easily navigate a site.

Second is HTML sitemaps which are designed for the user to help them find content on the page and don't need to include each and every sub-page. This helps visitors and search engine bots find pages on the site.
The life of our published articles will depends from our audience. Our audience are no other than the online surfers and the search engine crawlers. They are our online judges to determine how effective are the articles. For this reason, we should write what we know and we should always remember our audience. They would help us boost traffic and possibly make our articles viral online.

Habang binabaybay ni Analine ang daan pauwi ng bahay maraming pumapasok at gumugulo sa kanyang isipan, paano ko po kaya ito sasabihin kay nanay? Kinakabahan po ako baka po ‘di pumayag ang nanay. Sa kanyang edad na 12 ay nauunawaan na ni Analine ang uri ng kanilang pamumuhay. Sa isip niya, kasi po mahalaga sa kanya ang araw na iyon. Iyon po kasi ang araw ng kalakasan ng pagtitinda niya ng mga kakanin sa palengke. Tiyak ‘di po niya ako papayagan. Wala po kasing titingin sa aking mga kapatid, kasabay ang pagbuntong-hininga…a basta, kailangan ipaalam ko ito kay nanay.

Habang inihahanda ni Analine ang mesa para sa kanilang hapunan sa isip niya, pag kumain na kami saka ko na po sasabihin kay nanay. Sana matuwa po ang nanay at payagan ako.
Bago sila magsimulang kumain nagdasal muna silang mag-iina ng pasasalamat. At tulad sa nakasanayan tahimik silang kumakain sa simpleng hapunan na nakahain sa mesa. Sarap na sarap nilang ninanamnam ang ulam na piniritong talong, piniritong isdang bato na ang sawsawan ay ginayat na kamatis na hinaluan ng bagoong balayan. At bago matapos ang kainan masayang ikinuwento ni Analine ang pagpili sa kanya.
“Nanay, nanay, ako po ang nanguna sa pagsusulit sa aming eskwelahan.”
“Aba! Dapat lang anak. Mana ka yata sa nanay, mo!” Sagot ng nanay niya na may kasamang pagyayabang.
“At saka po nanay, ako po ang ilalaban ng aming school sa “oratory competition” sa darating na Linggo sa bayan.”
“Sa Linggo? Sa makalawa?” Tanong ng kanyang nanay.
“Opo, nanay.”
“Araw iyon ng palengke. Kalakasan ng pagtitinda ko ng mga kakanin. ‘Di puwede anak.”
“Bakit naman po nanay?” Malumanay na tanong ni Analine.
“Sino ang makakasama ng mga kapatid mo? Sino ang titingin sa kanila?” Tanong ng nanay.
“Nanay naman…katunayan po malapit ko na pong masaulo ang speech ko.” Paliwanag ni Analine.
“Anak alam mo naman na dito sa pagtitinda ko ng mga kakanin kinukuha natin ang ating pang-araw-araw na gastusin.” Paliwanag ng nanay.
“Nanay kalahating araw lang naman po iyon. Pagkatapos po uuwi din naman po ako agad.”
“Kahit na Analine. Isa pa anak, wala tayong pambili ng bagong damit at sapatos na gagamitin mo.”
“OK lang po ‘yon nanay. Kahit luma po ang damit ko’t sapatos ay sapat na po iyon para sa akin.”
“Kalimutan mo na ang paligsahan na iyon.” Madiin na sagot ng nanay.
“Pero po nanay…”
“Analine ‘wag ka nang makulit. Kampante ako kapag kasama ka nila Randy at Nole sa bahay.”
Natapos ang kanilang hapunan. Habang hinuhugasan ni Analine ang kanilang pinagkainang mga plato, may luhang dumadaloy sa kanyang mga mata. Hanggang sa kanyang pag tulog ay nakalarawan parin sa kanyang isipan ang naging reactions ng kanyang nanay. At muling sumagi sa isip niya ang namayapa niyang ama. Sa loob niya, seguro kung nabubuhay lang si tatay, matutuwa po siya at tiyak papayagan niya ako.
Kinaumagahan kinausap si Analine ng kaniyang nanay. Ang sabi, “Anak payag na ako.”
“Talaga po nanay!” Sa sobrang pagkatuwa ni Analine niyakap niya nang mahigpit ang kanyang nanay.
“’Di ako makatulog kagabi, anak. Naalaala ko ang pangako ko sa inyong ama.”
“Masaya po ako nanay. Bukas na po ang paligsahan. Pangako ko po na aking pagbubutihin.”
“Kakausapin ko ang lola n’yo na samahan muna niya ang mga kapatid mo sa bahay habang wala tayo.”
“Salamat po nanay.”
Dumating ang araw ng paligsahan. Alas 4 ng umaga umalis na ng bahay ang nanay ni Analine papuntang Salinas dahil doon aangkatin ang kanyang mga panindang kakanin. Ang bilin sa kaniya, “Anak anuman ang resulta sa paligsahan – manalo ka man o hindi ikaw parin ang panalo sa puso ko.”
6:30 ng umaga dumating si Ma’am Lilia para sunduin si Analine. “Anak, handa ka na ba?” Tanong sa kanya ni Ma’am Lilia.
“Opo Ma’am. Kabisado ko na po ang sasabihin ko sa entablado.”
“Huwag kang kakabahan Analine. Hugutin mo mula sa iyong puso ang bawat salitang iyong sasambitin.”
“Opo Ma’am. Tatandaan ko po iyon.” At sinundan iyon ng pagpapaalam sa kaniyang dalawang kapatid nang dumating na ang kanilang lola.
Ang paligsahan ay ginanap sa plaza ng bayan ng Tanza. Nagsimula ay bandang alas 8 ng umaga. Halos mapuno ng mga tao ang lugar: mga magulang, mga guro at mga estudyante.
Si Analine ay pang siyam at panghuling tinawag para magsalita sa entablado. Habang paakyat siya sa entablado paminsan-minsa’y hinihimas niya ang kanyang dibdib. Tumayo siya sa harapan ng mikropono, sa mga hurado at sa lahat ng mga manonood. At sinimulan niya ang kanyang speech.
Sa bandang huli ng kaniyang pananalita, ito ang kaniyang tinuran, “Nang lumipad ang saranggola napatid po ang tali. At hindi ko na po siya nakita. Ang tanging naiwan ay ang tali kong hawak na naging taga-pagbigkis sa amin. Ang tinutukoy ko pong saranggola ay ang namayapa ko pong ama. Ang kaniyang mga bilin at mga pangaral ay siyang nagbigkis sa aming mag-iina na puno ng pagmamahalan, pagsusunuran at pagpapahalaga sa isa’t-isa…Salamat po.”
Nang bumaba na si Analine mula sa entablado umugong ang nakakabinging palakpakan mula sa mga manonood. At paglipas ng limang minuto, inihayag na ng tagapagsalita ang nanalo, “Ang nagkamit ng unang gantimpala sa paligsahan sa taong ito na tatanggap ng 5 libong peso at tropiyo at ganun din ang kaniyang pinapasukan – dahil sa kaniyang husay at galing ay walang iba si … Analine Cordero ng Capipisa, Elementary School!” Kasabay ang masigabong palakpakan.
Nang marinig ni Analine, pasigaw niyang sinabi, “Ma’am Lilia nanalo po tayo!”
“OO Analine! Ang galing mo anak,” kasabay na niyakap niya si Analine. “Pero teka…yong huli mong sinabi ay wala sa isinulat ko, Analine!”
Tumango nalang si Analine na nakangiti.
