Gazmin - the proof was his signature affixed in the document.
Ang trabaho ng Department of National Defense is receiving and processing applications as well as in determining whether the applicants are entitled for Amnesty - but the final decision of the DND should be brought to the office of the president for his final say and approval and for his signature to be affixed in the document.
