As of 2016 records, the registered voters of the 12 municipalities of the Second District of Eastern Samar has reached so far to 134,158. All the candidates running for Board Members will be contesting one another to get the highest vote to win.
Below are the details of the total voters of the 12 municipalities: (1.) Balangiga - 9,339 (2.) Balangkayan - 6,841 (3.) Gen MacArthur - 9,174 (4.) Giporlos - 9, 192 (5.) Guiuan - 31,896 (6.) Hernani - 5,829 (7.) Lawaan - 8,948 (8.) Llorente - 13,150 (9.) Maydolong - 9,810 (10.) Mercedes - 5,100 (11.) Quinapondan - 9,872 and (12.) Salcedo - 15,007 registered voters.
Candidates should not only concentrate campaigning in one municipality. They should reach out people in other municipalities and plead for their votes. Among the 12 municipalities, Guiuan has the largest number of voters. Candidates from Guiuan would need to double time in campaigning their candidacies while they are also campaigning in other areas through the help of their chosen leaders and supporters
The Commission on Elections reminded government workers that partisan campaigning is not allowed in the upcoming elections. Also buying and selling votes are election offenses that have corresponding penalties and jail time under the law.
