Sa loob ng almost two decades, ang bayan ng Guiuan ay sumailalim sa mayorships ng magkapatid na Gonzales. Si Annaliza Gonzales Kwan naka-tatlong termino sa pagka-Mayor. Annaliza Gonzales Kwan faced trial for graft before the Sandiganbayan with the other six local officials of Guiuan, Eastern Samar namely: Arsenio Salamida (municipal engineer), Esperanza Cotin (municipal budget officer), Felipe Padual (administrative officer), Danilo Colandog (market supervisor), Gilberto Labicane (draftsman), and Ma. Nenita Ecleo (municipal planning development officer).
