All those who have valid complaints and want to bring them to the attention of President Duterte is through the Presidential Complaint Center in Malacanang. What is the difference between complain and complaint? To complain is a verb - meaning to express how annoyed or unhappy you are with something. A complaint is a noun - it is the statement expressing your annoyance or displeasure, etc.
What is a valid complaint? According to BatasNatin - a complaint or information is sufficient if it states the name of the accused; the designation of the offense given by the statute; the acts or omissions complained of as constituting the offense; the name of the offended party; the approximate date of the commission of the offense; and the place where the offense was committed.
When is a complaint or information deemed sufficient? A complaint is deemed sufficient if it states the following:
- The name of the accused
- The designation of the offense as defined by statute
- The acts or omissions complained of as constituting the offense
- The name of the offended party
- The approximate date of the commission of the offense
- And the place of the commission of the offense

Abot kamay ang ating Pangulong Duterte para pakinggan ang iba't ibang complaints mula sa mga mamamayan as long as they are valid complaints through the Presidential Complaint Center in Malacanang - makakarating sa pangulo ang inyong mga reklamo either by calling those contact numbers or by sending email to pcc@malacanang.gov.ph.

1. Send your letter or complaint following these simple and easy instructions:
Magpadala ng sulat – kahilingan o reklamo sa pamamagitan ng mga sumusunod na pamamaraan:
a. Indicate clearly your name, complete address and contact number (if any).
Isulat ang iyong pangalan, kumpletong tirahan at contact number, kung mayroon man, nang malinaw at madaling basahin.
b. Explain clearly the details of your request or complaint.
Isulat ng malinaw ang lahat ng detalye ng iyong kahilingan o reklamo.
c. Include photocopies of pertinent documents that will help PCC in understanding your concern and in determining the appropriate agency for your concern.
Kalakip ang kopya ng mahahalagang dokumento na makakatulong sa PCC upang maunawaan ang iyong kahilingan at matukoy kung aling ahensya ang higit na nakapagbibigay-lunas sa inyong suliranin or kahilingan.
2. Wait for a copy of the Action Document of PCC for your guidance on where you may follow-up your concern.
Kayo ay makakatanggap ng kopya ng Action Document ng PCC, para malaman ninyo kung saan kayo maaaring magtungo upang makipag-ugnayan sa pinag dalhang ahensya ng iyong kahilingan o suliranin.
