President Duterte: Do What is Best for The People


"Do what is best for the people" was the directive of President Duterte to the Consultative Committee (ConCom) headed by former Chief Justice Reynato Puno in drafting the Federal Constitution of the Philippines.

That was on December 7, 2016, President Rodrigo Roa Duterte issued executive order No. 10 which created the Consultative Committee, named each member and tasked it to review the 1987 Constitution with the end in view of adopting of Federal form of government.

On February 19, 2018, the Consultative Committee convened at the Philippine International Convention Center, and after some of 144 days of the continues labor, the drafting of the Federal Constitution was completed that according to former Chief Justice Reynato Puno - the Consultative Committee Chairperson, they completed it with the complete independence and the unbiased by any partisans or by any elite interest.

Today, July 9, 2018 marks the historical handover of the proposed Federal Constitution of the Philippines to President Duterte through a handover ceremony at the Rizal Hall, Malacanang Palace.

According to the Consultative Committee Chairperson former Chief Justice Reynato Puno, the design of the draft Constitution which seeks to establish a distinct Federalism in our country, he calls it a 'Bayanihan Federalism" that installs a Federal government, strong enough to hold together the various Federated regions and establishes regions that are socially, politically and economically sustainable. 

They divided the powers of government guided by the Filipino spirits of 'Bayanihan' where both the Federated government and the Federated regions govern the people, lessen competition but more in cooperation and align with the maxim and the welfare of the people is supreme law.

During the handover ceremony, former Chief Justice Reynato Puno has highlighted on his speech the five features of the proposed Federal Constitution as follows:
  • First, the draft Constitution democratize our electoral process by prohibiting political dynasties that have long monopolized our elections.
  • Second, the draft Constitution did not only level the political playing field but also level the economic playing field.
  • Third, the draft Constitution strengthened the institution of government to fight graft and corruption.
  • Fourth, the draft Constitution is a pro-poor constitution for the first time in our history.
  • Fifth, the draft Constitution established a permanent and in the soluble nation because it recognizes the ethnicity, the culture, religion, customs and traditions, language and distinct identities of our brothers and sisters in the Cordillera and Bangsamoro.
Mabuhay ang Federalism. Alam ni Pangulong Duterte what is best for our country. He truly loves his country and all the Filipino people!
